According to law, banks are not allowed change RMB into foreign currency for foreigners. There are two ways to get around this:
1: Find a Chinese friend. He/she should be able to do it at Bank of China with his/her government I.D.
2: In many of the banks you can find a person who will “unofficially” change your money. Usually there are people in banks who sit around with a big bag full of money (for better or worse). Although it’s “unofficial”, it’s not exactly a secret, so you can usually just ask a security guard or bank employee where to find one of these people. While it may not seem worthwhile, these people will make enough of a profit from exchange rates eventually, so it works for both parties.

Note: The Bank of China has many branches all over Shenyang. Ask a taxi driver, police man, or traffic director for “zhōng guó yín háng .” (中国银行)

Shenyang is a completely flat city, so buying a bicycle is highly recommended to those residing here. A bike ride is often faster than taking the bus and it definitely saves a lot of money on taxis. Those visiting Shenyang will find taxis to be easily the most convenient way to travel. The city is well serviced by buses, but if you can’t read Chinese and you aren’t familiar with the city, it will be difficult to know which buses to take. However, if you’re just traveling between Shenyang’s famous tourist and shopping destinations, taking a bus should be no problem. This website includes bus routes to popular destinations, otherwise ask a bus driver for assistance if you know the name of your destination in Chinese. The buses stop running at or before 9pm, so at night plan on taking taxis. The taxi meter starts at 8 yuan during the day and 9 yuan at night.
Construction is currently underway on the first two lines of Shenyang’s subway system, which is set to open in 2009.
The following are some useful landmarks that should help visitors and newcomers find their way around Shenyang: (click on photos for larger images)
Bei Hang (北行, běi háng): This is the main commercial area of Shenyang’s northern Huanggu District (皇姑区). "Běi háng" is used generally to describe the area around Changjiang Jie (长江街) approximately 2 km directly north of Xi Ta (西塔). On this street you will find a variety of shops and restaurants, and it’s a convenient place for general shopping if you live in Huanggu District. If you continue north on this street you will reach Liaoning University.

City Government Square (市府广场, shì fú guǎng chǎng): The square is in Shenhe District (沈河区) in the center of the city. This is the intersection of shì fú dà lù (市府大路), qīng nián dà jiē (青年大街), huì gōng jiē (惠工街), and běi jīng jiē (北京街). The headquarters of the Shenyang city government and the Shenyang courthouse are located here.

Heping Square (和平广场, hé píng guǎng chǎng): Located in Heping District (和平区) this is the intersection of the ring road (南五马路, nán wǔ mǎ lù) and Heping Da Jie (和平大街). The square features a Monument to the Liberation of Northeastern China from the Japanese (东北解放纪念碑, dōng běi jiě fàng jì niàn bēi). The monument is a large stone obelisk. In the summertime local residents come out to dance or practice Taichi (太极tài jí).

Hui Gong Square (惠工广场, huì gōng guǎng chǎng): This square is just south of the North Train Station. The intersection of huì gōng jiē (惠工街) and tuán jié lù (团结路) is also the location of Shenyang’s main Long Distance Bus Station. Shenyang’s most distinguished architectural work, the Fangyuan Building (方圆大厦, fāng yuán dà shà), is also here. The name literally means “square circle building.” The building is shaped like a large coin, with a square hole in the middle. Also, supposedly if you look at the building straight-on, it looks like a curled up dragon. The building is home to Shanghai Bank, but it’s most useful as a landmark. Most foreigners know it as “The Circle Building,” or “The Coin Building.”

Liaoning Exhibition Center (辽宁工业展览馆, liáo níng zhǎn lǎn guǎn): The exhibition center periodically holds shows for various types of industries including fashion, furniture, etc. It’s located on the northwest side of the Wenhua Lu Interchange (see below). Taxi drivers often use it as a landmark.

Liaoning Television and Radio Broadcast Tower (彩电塔cǎi diàn tǎ): On the west side of Qingnian Da Jie the tower is across the street from Qingnian Park (青年公园, qīng nián gōng yuán). The tallest building in Shenyang, you can’t miss it. In English it’s usually known as "the TV tower." (Learn more)

Radio Station (人民广播电台 rénmín guǎngbō diàntái): This is the broadcast building for most of Shenyang’s radio programs. Located on the corner of San Hao Jie (三好街) and Wen Ti Lu (文体路) at the south end of San Hao Street Computer Market.
Square Square (方形广场, fāng xíng guǎng chǎng): This ironically named square is near Nanhu Park and Northeastern University. The square forms the intersection of wén huà lù (文化路), wén yì lù (文艺路), guāng róng jiē (光荣街), and níng bō lù (宁波路).

United States Consulate (美国领事馆, měiguó lǐngshìguǎn): Several large white buildings surrounded by a steel fence. Located on San Jing Jie (三经街) about 1km north of Wenhua Lu (文化路). The Korean and Japanese consulates are also here. San Marco’s Bar, and several excellent foreign restaurants are located nearby. Taxi drivers often use this as a landmark. Wenhua Lu Interchange (文化路交桥, wén huà lù jiāo qiáo): This is the intersection of qīng nián dà jiē (青年大街) and wén huà lù (文化路). These are two of the main roads running through the southern part of Shenyang. Qingnian dajie runs north and south, and wenhua lu runs east and west. The intersection features a large Carrefour, a popular shopping center. The 214 bus stops here. Otherwise, the Exhibition Center (see above) is nearby.
Zhong Shan Square (中山广场, zhōng shān guǎng chǎng): Located in the center of Heping District (和平区) at the intersection of nán jīng jiē (南京街), zhōng shān lù (中山路), and běi sì mǎ lù (北四马路), visitors won’t miss the giant statue of Chairman Mao Zedong, one arm outstretched, and a crew of enthusiastic peasants and workers at his feet.
