Kerta Gosa Hall of Justice was constructed in the 17th century. It forms a part of the Puri Samarapura palace in Klunkung. It was considered as the supreme court of justice of Bali. At that period, three priests were responsible for decision making about convictions of the prisoners. There Brahmana priests were known as harsh and rigorous.

The palace was severely damaged by the Dutch in the early 20th century. The Hall of Justice remained the best preserved part of the palace and today it attracts many visitors. 

This building is built in typical Balinese style. Its ceilings are decorated with wayang style paintings which are characterized by the traditional Balinese figures inspired by the famous Hindu epics. These paintings were made on textile and describe spiritual teaching and guidance. The most famous painting here are the paintings of Puri Kerta Gosa.

Both sides of the bridge that leads to the floating hall, Bale Kambing, are decorated with statues that symbolize the characters from the old epics.
