Harbin Food Control Victory Tower

The Flood Control Victory Memorial Tower was built on October 1, 1958,  to commemorate the victory of the Harbin people over the extremely serious blooding in 1957. It was jointly designed by the former Soviet designer and Chinese designer and the location of the tower was determined by Lv Qi'en who was then the Mayor of Harbin.
