"21st Floor Restaurant" has good food, nice clean bright Chinese colored furnishings and excellent service.  The food quality and the service was excellent.  I was a wee bit shocked at the bill considering the age of the hotel but candidly I'm considering going there again. It's good and best yet, if Beijing is cooperating with decent air outside, there will be a nice view for you.
